Trooper's Narrative:
On February 18th, 2023, I identified a black two-door passenger car traveling southbound on the State Highway 1 bypass at 97
mph in a 55 mph zone. I turned around on the vehicle and caught up to it. I activated my emergency lights and siren in an
attempt to perform a traffic stop on the vehicle on State Highway 1 just south of the SH1S / SH1B intersection. The vehicle then
accelerated and continued traveling southbound on State Highway 1. I notified Troop D Communications that I had a vehicle
that was not stopping for me.
The suspect vehicle continued southbound until the vehicle crossed into the city limits of Haynes. The suspect vehicle slowed
and came to rest in the outside lane of State Highway 1. I performed a felony takedown, placing the driver into custody. I
attempted to place the driver into the rear driver's side seat of my vehicle. The driver refused to sit inside my vehicle. While I
was attempting to get the driver to sit fully in my patrol vehicle, the driver began to vomit.
After an Arkansas Game and Fish
officer arrived on the scene, I had the passenger exit the vehicle.
After the passenger exited the vehicle, Trooper Irvin arrived
on the scene. Once the passenger was placed in custody, Trooper Irvin and I cleared the vehicle and proceeded to search it.
The search resulted in the seizure of a small plastic tube containing the remains of a small, burned marijuana cigarette and a
second plastic container containing approximately 5 grams of marijuana. The vehicle was towed from the scene by Tri-County
Towing of Marianna, Arkansas.
Pafford EMS was contacted to evaluate the driver's medical condition. After evaluating her condition, Pafford EMS transported
the driver to the Forrest City Medical Center. The driver was charged with the following offenses at the Forrest City Medical
Center and released to the ER staff:
5-71-218: OPEN CONTAINER CONTAINING ALCOHOL IN MOTOR VEHICLE
27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
5-54-102: OBSTRUCTING GOVERNMENTAL OPERATIONS
27-16-602: NO DRIVER'S LICENSE OR LICENSE EXPIRED
5-64-443(a)(1): POSSESS DRUG PARAPHERNALIA
5-64-419(b)(5)(A): POSSESS CONTROLLED SUBSTANCE SCHED VI 4 OZ
5-54-125(d)1): FLEEING - VEHICLE OR CONVEYANCE
